That is one of the most ridiculous things I've heard. Talk about creating a victim culture. How will they respond if text-message-ers start getting hit by cars? I'm also wondering how many of those people who had a "run-in" with a lamppost did it again, or if it had a deterrent effect to it.
All I can say is, it is a good thing we separated ourselves from England all those years ago.
